European countries that are opening up for tourists during the COVID-19 crisis. If you're like most people, summer sounds like a vacation, but this year, this nasty virus messed up a lot of plans. Therefore, this would be the time to choose a place to go for your well deserved holiday. Unfortunately, countries in Europe do not have a unified timetable about opening up, and also they each impose their separate rules, many including to present a negative COVID-19 test result.

The purpose of this article is to provide an up-to-date list of the European countries that have set dates for reopening to international travelers. In addition, you can also find conditions for each country's admission.

So which European countries are opening soon and which require a COVID-19 test?

Latest update
As of July 1st, all EU members states, including Andorra, Holy See, Monaco and San Marino will accept residents from the following countries: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia, Uruguay, China, subject to confirmation of reciprocity.
Note that visitors arriving from the United States are still banned from visiting Europe due to the increasing number of COVID-19 cases.
Albania
Status
Albania is currently open for everyone since July 1st, without testing or quarantine required.
Andorra
Status
Andorra is now open for tourism.
Austria
Status
Austria is currently open only to visitors arriving from the EU / EEA.
Conditions
Travelers from Bulgaria, Portugal, Romania, Sweden and the United Kingdom must present a negative COVID-19 test result. In addition, the test must be issued in the past 96 hours before arrival. Otherwise, visitors must self-isolate for 14 days.
There are no direct flights to Austria from the following countries: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, China, Egypt, Iran, Kosovo, Moldova, Montenegro, North Macedonia, Portugal, Romania, Russia, Sweden, Serbia, Ukraine, and the United Kingdom.

Belarus
Status
Belarus is open only for residents of the EEA.
Conditions
Travelers are subject to complete an awareness questionnaire. Additionally, they also have to self-quarantine for 14 days.
Belgium
Status
Belgium is only open for visitors arriving from the EFTA.
Bosnia and Herzegovina
Status
The country is open only for Croatia, Montenegro, and Serbia visitors.

Bulgaria
Status
Bulgaria is currently open with restrictions for most EU/EEA citizens.
Conditions
Travelers that arrive from Belgium, Portugal, Sweden, Great Britain and other third countries approved by the EU are still subject to a mandatory 14-day self-quarantine. Moreover, all arriving passengers are subject to filling a questionnaire supervised by a health inspector.
Croatia
Status
Croatia is open for visitors arriving from the EU/EEA and third countries agreed by the EU.
Conditions
Tourists arriving from third countries must provide a negative COVID-19 test result taken in the previous 48 hours. Find out more here.

Cyprus
Status
The island is open for visitors from Europe, as well as Australia, Japan, New Zealand and South Korea.
Conditions
Cyprus requires all passengers to have a flight pass issued by the state prior to departure. In addition, some passengers need to present a negative COVID-19 test taken within the past 72 hours prior to arrival.
Czech Republic
Status
Open for tourists with certain restrictions.
Conditions
Travelers coming from medium and high-risk countries are subject to present COVID-19 negative test results upon arrival.

Denmark
Status
Denmark is open only for Germany, Iceland, and Norway residents, at least until September 1st, 2020.
Conditions
Travelers that are allowed into the country must provide proof of accommodation for a minimum of 6 nights.
Estonia
Status
The country is open for passengers coming from the EEA.
Conditions
Travelers may be subject to a 14-day self-quarantine if arriving from a high-risk country. All travelers coming from Bulgaria, Croatia, Czech Republic, Luxembourg, Portugal, Romania, and Sweden must quarantine for two weeks.

Finland
Status
The country is open only for travelers from most European countries as well as some other nations suggested by the European Commission. In addition, the country only allows visitors from countries that did not have more than 8 cases per 100.000 people in the past 14 days. More information here.
France
Status
France is open for EU/EFTA and approved third country visitors.
Conditions
Travelers must bring a declaration that they do not present COVID-19 symptoms as well as an International Travel certificate prior to arrival. Learn more about who can travel to France and the entry requirements here.

Georgia
Status
The country plan to open up for all international tourists on July 31st, 2020.
Germany
Status
Germany is currently open for tourists arriving from the EU/EEA and selected third countries.

Greece
Status
The Balkan country is open most tourists in the EU as well as selected third-party nations.
Conditions
Travelers arriving from Bulgaria or Romania must present a negative PCR test result taken 72 hours prior. They are also subject to testing at the border.

Hungary
Status
Hungary is currently open for tourists based on a traffic-light system. Green countries include most of Europe, whereas yellow include countries such as Bulgaria, China, Japan, Norway, Russia, Portugal, Romania, Serbia, Sweden, the United Kingdom, and the United States. By contrast, on the red list are the rest of the countries, such as Albania, Australia, Bosnia and Herzegovina, Belarus, Canada, Kosovo, North-Macedonia, Montenegro, Mexico, New Zealand and Ukraine.
Conditions
Passengers arriving from green countries have no restrictions. In addition, those arriving from yellow countries must quarantine for 14 days. Finally, travelers from the red countries are not allowed to enter Hungary.
Iceland
Status
The island is currently open for most visitors.
Conditions
Travelers can choose between a 14-day self-quarantine or to do a COVID-19 test. Additionally, travelers must complete a Pre-registration for visiting Iceland form prior to arrival.

Ireland
Status
Ireland is currently open with conditions for incoming travelers.
Conditions
Incoming visitors must complete a Public Health Passenger Locator form. Moreover, they are subject to a 14-day self-quarantine.
Italy
Status
Italy is now open for most visitors coming from the EEA.
Conditions
Travelers must present a self-declaration form to the transportation carrier. In addition, they must announce their arrival at the local units for the Department of Prevention. Travelers arriving from Bulgaria and Romania are subject to a 14-day quarantine. In addition, Italy added Kosovo, Montenegro and Serbia to the list of banned countries. Latvia
Status
Latvia is open for EEA travelers with conditions.
Conditions
Except for Lithuania, travelers arriving from countries with an average number of 15 or more cases per 100.000 residents in the past 14 days must self-isolate for two weeks.
Lichtenstein
Status
The country is open for any travelers that are allowed to enter Switerland.
Lithuania
Status
Lithuania is currently open for travelers coming from countries that did not exceed 25 new COVID-19 cases in the past 14 days. Foreigners coming from Belgium, Portugal, Sweden, and the United Kingdom are still banned.
Conditions
Except for Latvia, travelers arriving from countries with a cumulative number of 15 or more cases per 100.000 residents in the past 14 days must self-isolate for two weeks.
Luxembourg
Status
The country is open to foreign visitors.
Malta
Status
The island has opened for tourism on July 1, 2020 for visitors arriving from the EU/EEA and a few other third-party countries.

Montenegro
Status
Montenegro is currently open for visitors arriving from 131 countries.
Conditions
Depending on their country of origin, some visitors may need to provide a negative PCR test upon entry.
Netherlands
Status
The Netherlands is open for EU/EEA visitors and some third-party nations, such as Australia, Canada or Japan.
North Macedonia
Status
There are no restrictions for entering North Macedonia, regardless of the country of origin.
Norway
Status
Norway is currently open for most EU countries, with the exception of Bulgaria, Croatia, Hungary, Luxembourg, Portugal, and Romania.

Poland
Status
The country has opened up for EU citizens on June 13th, 2020.
Portugal
Status
Portugal is currently open to tourists arriving from the EU/EEA.
Notes
- Travelers to Madeira must fill in a health form 24 to 48 hours prior to arrival. Subsequently, they must adhere to a 14-day quarantine.
- Travelers to the Azores must present a negative COVID-19 test that was issued 72 hours before departure. On the contrary, they will be subject to health examination and quarantine upon arrival.
Russia
Status
The country is now allowing international travelers.
Conditions
All incoming visitors must present a negative PCR test result upon arrival.
Romania
Status
Romania is now open for EU/EEA and EU-approved third-party nationals.
Conditions
Tourists coming from high-risk countries are subject to a 14-day self-quarantine.

Serbia
Status
Serbia is now open for all tourists without restrictions, including visitors from the United States.
Slovakia
Status
Slovakia is open for passengers arriving from the European Union and Swiss confederation area except for Belgium, France, Ireland, Italy, Luxembourg, Poland, Portugal, Romania, Spain, and Sweden.
Conditions
Visitors must either present a negative COVID-19 test result done within the last 96 hours prior to arrival. In addition, some passengers may be subject to a 14-day self-quarantine.
Slovenia
Status
The country is open to most tourists, based on a traffic-light system.
Conditions
Passengers arriving from the green list have no restrictions, whereas those arriving from yellow and red-list countries are subject to a 14-day quarantine. The difference between the yellow and the red lists is only for Slovenian nationals, if they arrive from a yellow country, they don't have to quarantine.

Spain
Status
Spain is open for EU/EEA visitors since June 21st, 2020.
Sweden
Status
EEA visitors are able to enter Sweden since June 30th, 2020.
Switzerland
Status
Switzerland is now open for Schengen and also for Swiss Confederation member states. The country opened borders for 14 third-party nations, such as Canada, Japan and South Korea, on July 14th, 2020.
Turkey
Status
Turkey is now open to all visitors.

Ukraine
Status
The country is open to tourism based on a traffic-light system.
Conditions
Travelers from red-listed countries are subject to quarantine or can provide a negative PCR-test result. Countries get on the green zone list if they have less than 40 cases per 100.000 population.
The United Kingdom
Status
The kingdom is now open to travelers.
Conditions
Tourists must complete a Public Health Passenger Locator Form and present it upon arrival. In addition, international visitors are subject to 14-day self-quarantine.

European countries that are not yet open for tourism
There are a few countries in the European continent that have not yet opened borders for travelers as a consequence of COVID-19 spread. Although some may have managed to contain the spread of the virus, they are still reluctant to open for travelers. As a result, the list of European countries that have not yet opened up for tourism is:
